Saving Money For Private SCMs

The City can require an owner of a privately owned and maintained stormwater control project to save funds for maintenance, repair, replacement, and reconstruction costs stormwater control measures (SCM's). Funding should not exceed ten percent (10%) of the stormwater control project's original construction costs.

The City can allow a time period of at least five years, beginning when the stormwater control project is approved, for the funds to be collected and retained by the owner. If funds are saved, the City can require those funds be held in a separate account used solely for the purposes of maintaining, repairing, replacing, and reconstructing the owner's stormwater control project.

Refund Program for SCM Maintenance

The City cannot require an owner of a private SCM to make payments to the City for maintenance, repair, replacement, and reconstruction costs of the owner's stormwater control project or other stormwater control projects within the local government's jurisdiction. Due to this legislative change, the City is providing refunds for maintenance costs.

Refund Process

To request a reimbursement of SCM Replacement Account Funds, the owner must provide the required documentation at the time of their next SCM Annual Inspection Submittal. This documentation includes:

  1. A completed Reimbursement Maintenance Initial Request Form
  2.  Expense Proof for necessary inspection, maintenance, repair, replacement, and reconstruction costs for the owner's stormwater control project, that has occurred within the site’s last compliance year. 

This documentation should be included as a PDF attachment with the site’s normal Annual Inspection Submittal to scminspections@raleighnc.gov
