Overview

The Buffer Builder Bag (B3) Program provides Raleigh property owners with free shrubs and tree seedlings to help improve the streamside buffer on their property.

What is a streamside buffer?

Streamside buffers are plants and trees along streams, creeks, and rivers that prevent erosion and pollution. They absorb extra nutrients, reduce sediment, lower water temperatures, and stabilize stream banks.

What comes in the buffer bag?

Buffer Builder Bag Plants
  • One bag of 20-25 seedlings.
  • Riparian buffer guidelines
  • Planting techniques
  • Maintenance guidelines on the different species of trees and shrubs.

Requirements

  1. Own residential, commercial, or public property in Raleigh with at least 50 feet of stream or a drainage-way that outlets directly into a stream.
  2. Submit photos of the site before planting, after planting the seedlings, and after one year.
  3. Agree to care for the seedlings until they are well established.
  4. Complete a follow up survey for future program improvements.

How to Apply

Complete the Buffer Builder Bag Application before the season application deadline.

Spring 2025 Season (open) - March 1, 2025
