Project Overview
Leaf Out: Goals and Guidance for Trees on City Property is a strategic initiative focused on the protection, expansion, and care of Raleigh’s public tree canopy. The plan will safeguard existing trees, expand tree coverage in underserved areas, and engage the community in stewardship and environmental education efforts. By focusing on city-owned properties, Leaf Out aims to create a more resilient, sustainable, and vibrant urban forest. Leaf Out will not address private tree regulations or theUnified Development Ordinance but will instead focus on Raleigh’s public green spaces.

The initiative’s primary goals include protecting mature trees and sensitive habitats, expanding the urban tree canopy to reduce urban heat islands, and promoting environmental stewardship. Although the plan will not regulate private tree planting or UDO policies, it will serve as a guide for voluntary participation, encouraging private property owners and community partners to adopt tree conservation best practices.
Leaf Out will result in a data-driven plan that will gather and analyze information on tree coverage, habitat connectivity, and environmental impacts. Collaboration with city departments will ensure that tree conservation efforts are aligned with broader city strategies, like stormwater management and climate resilience.
Ultimately, Leaf Out seeks to create equitable access to tree canopy benefits across all communities, leaving a lasting legacy of healthy, thriving green spaces that enhance public health and environmental sustainability.
