Crabtree Creek Improvements at Raleigh Boulevard

New trail construction

A section of the Crabtree Creek Trail between N. Raleigh Blvd and Crabtree Blvd,  between mile markers 51/4 and 6 has experienced stream bank erosion causing the need for trail repairs. The realigned section of the trail will parallel an existing sewer easement through a wooded area and rejoin the existing path. A second section of the trail, will be relocated away from the stream bank and will parallel the existing sewer. This section of Crabtree Creek Trail is closed during construction, however, a detour is provided utilizing Remington Rd, Marlborough Rd, Rumson Rd, Barksdale Dr, and N Raleigh Blvd. There are no sidewalks along Barksdale Rd and a portion of Remington Rd, therefore pedestrian access is limited. Construction

This project began in July 2023 and was anticipated to be completed in Spring 2024. However, multiple weather events have contributed to completion delays. Like a majority of trail sections, this trail section is also located in a floodplain. Floodplains are prone to flooding and designed to carry floodwaters. Due to permit restrictions, grading elevation changes were limited to prevent unintended flood impacts. Within these constraints, we collaborated with the contractor and design consultant to incorporate shallow ditches (or swales) where possible, providing some water capacity relief for the asphalt trail during heavy rain events.

Many of our greenway projects are built within relatively narrow corridors to minimize disturbances to natural surroundings and reduce environmental impacts. Construction is highly dependent on dry conditions, as critical tasks such as grading, subgrade installation, and asphalt placement require stable ground. These challenges are even greater in flood-prone areas, such as this project.

A significant setback occurred in late 2023 when a major weather event caused the creek to rise rapidly, overtopping the silt fence and depositing substantial sediment onto the project site. This required coordination with permitting agencies for proper cleanup, regrading, and streambank assessment, as the storm had altered the bank’s structure. The necessary redesign and permitting for bank repairs contributed to project delays.

Currently, we are working closely with our inspection staff and contractor to finalize a punch list of remaining items to ensure the trail is safe for public use. While recent snow events in early 2025 have temporarily slowed progress, we anticipate the trail will be ready for opening within the next few days, pending favorable weather conditions.

History

The Capital Area Greenway System was first adopted by City Council in 1976. This plan proposed a system of linear parks located primarily along rivers, streams, and creeks, and included the opportunity for an interconnected system of pedestrian trails across the region.
