Special Districts in the UDO

The City of Raleigh has 6 special zoning districts:  

  • Conservation Management (CM) – The CM District is intended to preserve and enhance land as permanent open space to meet the passive and recreational needs of the City.
    • To view the base dimensional standards for each building type within the Conservation Management (CM) district, consult the following UDO section:
      • Open Lot (UDO Sec. 4.2.2)
  • Agriculture Productive (AP) - The AP District is intended to conserve agricultural land and undeveloped natural amenities by preventing the encroachment of incompatible land uses.
    • To view the base dimensional standards for each building type within the Agriculture Productive (AP) district, consult the following UDO sections:
      • Detached House (UDO Sec. 4.3.1), General Building (UDO Sec. 4.3.2)
  • Heavy Industrial (IH) - The IH District is intended to accommodate high-impact manufacturing, industrial or other uses, including extractive and waste-related uses.

      • General Building (UDO Sec. 4.4.1)
  • Manufactured Housing (MH) - The MH District permits manufactured homes in manufactured home parks and manufactured home subdivisions.

  • Campus (CMP) - The CMP District allows for colleges, universities, and other campus-like uses such as hospitals. A CMP District can modify or exempt a property from certain UDO standards, but requires more detailed information about site design up-front than other zoning districts.

  • Planned Development (PD) - The PD District is intended to be used to achieve a higher quality of design than could be accomplished through the strict application of a general use district. A PD District can modify or exempt a property from certain UDO standards, but requires more detailed information about site design up-front than other zoning districts.
