What is the Consolidated Annual Performance Evaluation Report (CAPER)?

The CAPER is a report that the City submits to the U.S. Department of Housing and Urban Development (HUD) every year. The City of Raleigh receives funding from HUD through various programs and must report on how those dollars were utilized throughout the fiscal year.

This report summarizes how the City used the Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), Coronavirus, Aid, Relief, and Economic Security (CARES) Act, and local funding from July 1, 2022-June 30, 2023. These funding sources support the City's housing and community development programs.
